Risk Management Plans

Under a contract to a worldwide agrichemical manufacturer and distributor, KEMRON was responsible for the organization, development and administration of Risk Management Plans for five large Ammonium Nitrate Manufacturing Facilities and 22 Anhydrous Ammonia Storage and Distribution Facilities. The work included comprehensive site audits, Process Safety Management Audits, Process Hazard Analysis, Risk Management Plan development, and community relations support. The goal of the audits and reports is to increase chemical safety and enhance the emergency planning process between industry, local officials and the community.

KEMRON developed site specific checklists to be used by the facilities in preparation for the project and prepared a detailed schedule, which was reviewed by the facility management team prior to the site visit.

KEMRON’s team conducted an on-site data collection session, during which all pertinent documents were reviewed, interviews conducted, and facility inspections conducted. Information gathered during the site visit was summarized for the client prior to the team’s departure.

Final deliverables include written reports containing all required elements, and an electronic RMP acceptable to the regulatory agency. The plans included:

  • Hazard analyses and “worst-case and alternative-case scenarios”
  • Five year accident history
  • Accident prevention program
  • Emergency response program
  • Overall management systems in place to ensure implementation at each site.

KEMRON also spearheaded the communication of risk to the public. Risk communication activities had included conducting community assessments, preparing/reviewing public documents and informational flyers, and presenting training sessions for RMP communication to company and facility management.
