KEMRON Environmental Services was awarded the closure of a leaking oil well at the Edwards 2 Leaking Oil Well Site in West Union, NY by EPA Region 2. This project is KEMRON’s 26th orphan oil well closure for EPA. Congratulations to Steve Cunningham on another award.
KEMRON Environmental Services recently started field work on our 3rd task order under our MEC Support SATOC with USACE Sacramento District at the former Fort Ord in Monterey, California. This $2.69 million task order entails the munitions cleanup and soil evaluation in Unit 5. KEMRON is currently conducting manual and mechanical vegetation clearance within the 130-acre unit and will complete surface MEC clearance, digital geophysical mapping, and munitions constituent sampling early in 2022.
KEMRON has been awarded Task Order 03 on our Munitions and Explosives of Concern (MEC) Support Single Award Task Order Contract (SATOC) by the U.S. Army Corps of Engineers, Sacramento District (CESPK) for at the former Fort Ord in Monterey, California. This task order will allow KEMRON to complete the full remediation of Unit 5 in the Impact Area. This award, valued at $2.69 million (without options), is for the munitions cleanup and soil evaluation in this 130-acre unit. KEMRON will field two 7-man UXO teams to complete the surface MEC removal following mechanical mastication of all site vegetation along with manual vegetation removal and limbing. After completion of the surface removal, digital geophysical mapping will then be performed by our long-time partner, NAEVA Geophysics, with direction from AECOM senior geophysicist leadership, followed by a field reconnaissance task under the Basewide Range Assessment program to determine if potential metals and explosives contamination exists in site soils.
KEMRON is pleased to announce the award of the Mississippi Corporation Superfund Site by EPA Region 4 to Leisnoi KEMRON 8A Joint Venture, LLC. At $35,119,020, it represents the largest HUBZone award in the history of EPA.
LKJV will be installing the third phase of the cap construction, follow-on work to KEMRON’s previous cap construction and water treatment at the site. The scope includes innovative liner/closure turf cover system installation, stormwater diversion system installation, surface impoundment dewatering and liner installation, and leachate collection system construction and installation.
KEMRON is pleased to announce we were awarded a Preplaced Remedial Action Contract (PRAC) by the U.S. Army Corps of Engineers, Omaha District. KEMRON will share the contract pool of $176.25M with firm fixed price or cost reimbursable task orders covering a wide range of environmental response actions for both environmental and munitions services. Activities range from excavation and munitions removal actions to comprehensive groundwater cleanup and dredging. Projects will primarily be assigned in the USACE Northwest Division. KEMRON is pleased to continue our support of training activities at Chocolate Mountain Aerial Gunnery Range in MCAS Yuma with the recent award of a task order from NAFVAC SW to clear Unexploded Ordnance (UXO) from dirt service roads and then grade the roads to allow safe transit to target areas for training activities for 2507 North and South Ranges. The UXO clearance and road grading activities are scheduled for two separate range closure windows: September 2020 and three individual windows in December 2020 and January 2021. KEMRON conducted operational range clearance at these two ranges in the Fall of 2018, and it is good to be back at these active bombing ranges to support the continued training activities.
Welcome Back to KEMRON – Dan Kowalski, Janelle Kite, Trey Young and Paul Adams! KEMRON is pleased to announce that four former employees have returned to KEMRON to support our EPA Region 2 Emergency and Rapid Response Services (ERRS) contract and other projects as needed.
Dan Kowalski, Response Manager, brings more than 30 years of direct, on-scene multidisciplinary field experience in hazardous waste site cleanup as well as specialized experience managing oil well closure operations for abandoned and/or leaking production wells under the Oil Pollution Act. Dan’s experience and reputation should provide KEMRON a number of well closure task orders. In his role as a Response Manager, Dan will manage a wide range of task orders anticipated under our ERRS Region 2 contract.
Janelle Kite, T&D Coordinator and Chemist, has more than 12 years of direct, on-scene experience in chemical spill containment and cleanup, emergency response, and hazardous waste site cleanup and disposal activities including experience with disposing of naturally occurring radioactive material. Janelle has been responsible for sampling, hazcatting, and profiling a wide spectrum of wastes. She has prepared items for disposal by lab packing, labeling and placarding. She will fulfill the role of T&D Coordinator and/or Chemist on current and future projects.
Trey Young is a Project / Response Manager with over 14 years professional experience in the environmental field, working on a wide range of projects. He has extensive experience with emergency response work and confined space entry. He also brings experience with due diligence activities, soil remediation and the operation and maintenance of groundwater remediation systems. Located in Atlanta, he will support Southeast Home and Construction Services on other ongoing projects.
Paul Adams brings more than 15 years as a Field Cost Administrator (FCA). In this role for multiple ERRS contracts, Paul has provided field administrative support including support for procurement, contracts, daily reporting, tracking and documenting of site costs including labor hours. He has knowledge of EPA’s RCMS software program in which all costs are tracked during project implementation. He has knowledge of procurement and subcontracting practices, project scheduling and general site operations. Paul will also train newer FCA’s as they are added to the contract.
KEMRON welcomes Aaron Thacker as an Environmental Scientist/Engineer reporting through the Poca, West Virginia Office. Aaron graduated from Marshall University with a BS in Environmental Science and a minor in Integrated Science and Technology. Aaron is a STI certified SPOO1 aboveground storage tank inspector with experience managing a statewide AST program with over 1500 tanks. Aaron has also been involved with work on Title V air permitting, as well as NPDES storm water permitting. Aaron will be supporting several new AST projects in the Poca Office, as well as proposal and document development on ongoing private and federal projects.
The contract is for CERCLA emergency, time critical, non-time critical, oil spill, and Stafford Act response in the states of New York, New Jersey and the territories of Puerto Rico and the US Virgin Islands. KEMRON held this contract from 2012 to 2015 where we completed 79 task orders totaling $42.7M providing a wide range of remediation services – waste removal/treatment, spill control, excavation, drum handling, tank cleaning/removal, building decontamination/demolition, waste treatment, T&D, site restoration, and building/operating groundwater treatment facilities. We look forward to working with EPA Region 2 on this important contract.
KEMRON is pleased to announce we have been awarded a contract for installation of Phase 1B of Closure Turf at the Mississippi Phosphate Corporation (MPC) Superfund Site. The award from USEPA Region 4 was under a full and open procurement and is our second such award for installation of this innovative closure fabric. MPC is a former diammonium phosphate (DAP) fertilizer manufacturing facility in Pascagoula, MS.
KEMRON has recently been awarded a contract through the USACE Tulsa District for the Multiple Environmental Government Acquisition Indefinite Delivery Multiple Award Task Order Contract (MATOC) for Environmental Remediation Services (ERS). The scope of work to be performed under the ERS encompasses both Hazardous, Toxic, and Radioactive Waste (HTRW) and Military Munitions Response Program (MMRP) services. The majority of the work will be related to cleanup and investigation under RCRA, CERCLA, National Contingency Plan, Clean Water Act, Clean Air Act and other federal and state regulatory programs. The predominance of the work will be located within the Southwest Division. We look forward to working with USACE Tulsa District on this contract.
KEMRON is pleased to continue our support of NAVFAC SW with the award of a Time Critical Removal Action (TCRA) to clear MEC from two former mortar ranges at MRP Site 1 at Marine Corps Center 29 Palms, CA in order to allow development of the site. KEMRON has completed over $90M in MEC clearance projects in California over the past 5 years and is looking forward to returning these ranges to the Marines to support continued training at 29 Palms.
KEMRON Environmental Services, Inc. is under contract with Auburn University to assist with the remediation of polychlorinated biphenyl (PCB) impacted soils on a 10-acre tract of land on the Campus. A Corrective Measures Implementation Plan (CMIP) was prepared which is the corrective measures strategy for soil remediation. The CMIP provides a comprehensive account of past activities, a screening evaluation of remedial technology alternatives, a description of the recommended corrective measure, and details regarding the implementation and schedule of the remedy at the Site in compliance with Auburn’s RCRA Permit. After receiving approval from Alabama Department of Environmental Management (ADEM), KEMRON prepared a detailed corrective measure design for the excavation and removal of 2,200 cubic yards of Toxic Substance Control Act (TSCA) PCB hazardous waste soils, 17,000 cubic yards of non-hazardous waste and offsite disposal at landfills permitted for hazardous waste and non-hazardous waste disposal. KEMRON is currently performing construction oversight of this $4 million remediation project that will be the future home of a new chiller plant for the Campus.
KEMRON’s five-year contract for munitions cleanup at Fort Ord comes to a close in March, and we are disappointed to hear the completion of the cleanup has been delayed due to a lack of funding from Washington as reported in an article from the Monterey County Weekly.

KEMRON has completed over 40% of the installation of the protective cover for section 1A of the East Gypsum Stack located at the former Mississippi Phosphate Corporation Superfund Site. KEMRON has, to date completed over $70M in site remediation at this site treating over 2 billion gallons of water and moving over 400,000 yards of material in preparation for installation of the cap. The protective cover being installed is an innovative synthetic cap incorporating a geotextile base covered with a specialized synthetic turf cover known as Closure Turf. This is the first application of Closure Turf as a long-term site closure system for a gypsum stack.
