Public Participation

Public Participation is a key component of the Army's environmental restoration program at Fort Sheridan. Community outreach and input helps to ensure the success of any environmental restoration program. In addition to this website, community involvement activities related to the Fort Sheridan environmental restoration program have included the following:

Community Involvement Plan (CIP)

Community Involvement Plans (CIP), historically referred to as community relations plans (CRP), are used to document community perceptions and opinions, the history of community outreach and input, specific steps to be taken to inform and involve the community, as well as background information and contacts for a particular site. Usually, local residents, officials, and members of organized community groups are interviewed to gather information for developing a CIP.A CRP was developed for Fort Sheridan in 1994 and has been implemented by the Army since that time. A community involvement survey was conducted in 1999 to evaluate the effectiveness of community involvement activities and to assess community opinions and perceptions about environmental restoration work at Fort Sheridan; the plan was updated at that time to reflect the newly gathered information. In June 2002, the KEMRON team completed the most recent update of the CIP to reflect information obtained during community interviews conducted in December 2001 and January 2002.

Restoration Advisory Board (RAB)

A Restoration Advisory Board (RAB) was established in 1995 to facilitate communication regarding cleanup and property transfer issues to the community; over 50 meetings have been held to date. Additional public meetings have also been held in conjunction with public comment periods prior to issuance of key cleanup decision documents. Administrative Record (AR)/Information Repository

An administrative record (AR) is a compilation of the documents used to make key environmental cleanup decisions. U.S. EPA requires that an AR be established for sites undergoing cleanups that are regulated by federal standards. Fort Sheridan cleanup activities are regulated by EPA standards. The AR for Fort Sheridan is located in the office of the Fort Sheridan Base Environmental Coordinator (BEC), Building 379 (at First Street and B Street), Fort Sheridan. Information repositories contain technical reports and general information about cleanup and restoration activities at a site. Three repositories were originally established for Fort Sheridan at the following local libraries: Lake Forest, Highwood, and Highland Park. The Lake Forest and Highland Park repositories are closed.

A mailing list is maintained and updated to inform concerned citizens and the local press of upcoming meetings and significant activities, such as public comment periods. Newsletters and fact sheets have been distributed to provide the community with updates on ongoing and planned environmental activities at Fort Sheridan. We have begun electronic transmittal of project information and newsletters. Send an e-mail to Sheridanbec@aol.com to be added to the mailing list.
