Performance Based Contracting

KEMRON offers a guarantee on our work through Performance Based Contracting (PBC) under fixed price and fixed price with cost cap insurance structures relieving our clients of the environmental and economic burden inherent with site remediation.  PBC is structured around a milestone schedule tied to achievement of installation of remedies, meeting cleanup objectives at prescribed dates and completion at a specific time.  Site cleanup is conducted under a fixed price contract with KEMRON providing the financial backing in the event of a cost overrun.  Additionally, Guaranteed Fixed Price Remediation (GFPR) is provided where cost and schedule overruns and regulatory re-openers are covered through insurance.

KEMRON has an impressive resume of PBC and GFPR projects.  Our experience includes multi-site contracts with cost cap insurance, large base closure efforts with demolition, construction, landfill capping, and groundwater and soil remediation at retail petroleum sites.  The common denominator in all of these projects is KEMRON’s guarantee of performance for a fixed price.    KEMRON has established a management infrastructure and the policy and procedures necessary to offer our clients the level of assurance required under this form of contracting.

Recent and ongoing projects that demonstrate our experience in PBC include a $17 million GFPR contract for remediation services at Fort Sheridan, IL. At this site KEMRON is responsible for remedy selection, ROD preparation and agency negotiation; completion of Proposed Plans and Decision Documents; and remediation of 13 sites along with long-term operation and maintenance (O & M). Remediation efforts include the construction of three landfill caps, demolition, removal efforts and groundwater recovery and treatment. The Army Environmental Center awarded a GFPR contract to KEMRON for the cleanup of 30 Army Reserve sites at 15 installations throughout the United States. Cleanup efforts include sediment dredging in Commencement Bay, groundwater remediation in Massachusetts, OB/OD pit closure and capping in Wisconsin and removal efforts in Ohio. KEMRON holds a Fixed Price Remediation with Insurance (FPRI) Contract with the USACE Omaha District.  We are currently conducting a cleanup of TCE-contaminated groundwater at a fuds site, the former York Atlas Missile Site in Nebraska.

KEMRON is currently operating groundwater remediation systems at 15 sites and have closed six sites under a pay for performance contract with a state agency.  Performance under this contract is measured at key milestones that include system installation, contaminant reduction and achievement of final cleanup objectives.  KEMRON has employed high efficiency vacuum extraction, air sparging, soil removal, and monitored natural attenuation as remedies under this contract.  KEMRON has met all objectives to date under this contract.
